What is Sparsh (System for Pension Administration (Raksha))?
The Ministry of Defence has launched the System for Pension Administration (Raksha) (SPARSH), an innovative initiative aimed at providing a comprehensive solution for the administration of pensions to the defence pensioners in line with the Digital India vision, Direct Benefit Transfer (DBT), and “Minimal Government, Maximum Governance,” as envisioned in the Budget Speech of 2017-18.
It is an innovative web portal designed exclusively for defence pensioners. This cutting-edge web-based system simplifies the processing of pension claims by directly crediting payments into pensioner’s bank accounts, without the need for any external intermediary.

The core of this initiative is the Defence Pensioner, who will have complete transparency of their pension account through a platform that will capture and maintain a complete history of events and entitlements right from the commencement of their pension to the date of cessation of pension due to their last eligible beneficiary.

Who manages Sparsh Portal?
This system is administered by the Defence Accounts Department through the Principal Controller of Defence Accounts (Pensions) in Prayagraj and provides all three Services and allied organizations. Initially, the system will cater to new retirees on roll-out and subsequently be extended to cover the existing defence pensioners.

The system will handle all activities of the pension cycle, including initiation and sanction, disbursement, revision, and service and grievance request management. It will interface all the stakeholders and provide a single source of truth, ensuring transparency, accountability, and ease of doing business through information dissemination, Service Level Agreements (SLAs) for various activities, and simplification of pension processes through Business Process Re-engineering (BPR).
How system for Pension Administration (RAKSHA) works?
The system consists of two portals, one for the pensioner (SPARSH portal) and the other for pension processing (SPARSH Back Office Portal). These portals have a mechanism for data exchange between each other at set intervals to keep the stakeholders updated.
The SPARSH portal is designed to empower Defence Pensioners in managing their pension account. It’s a step towards disintermediation of services, ensuring that the pensioner is in control of their pension account right from the time they apply to avail their pension. Once the Pensioner’s digitized audited pension claim is ready for forwarding to PCDA(Pensions) for issue of Pension Payment Order, they are onboarded on the portal and are allotted a unique account number.
The Pensioner is informed of this account number on the mobile number/email address furnished by them at the time of furnishing their pension claim, which they can use to onboard on this portal. The Portal also enables the pensioner to furnish the requisite declarations/ nominations/requests for commutation.

The SPARSH Seva Kendras are points of contact for the pensioners to avail the services that are available through the portal. These centers will provide an interface and assistance to the Pensioner in the event of non-availability of portal access.
